I have a WD Passport USB external drive which I had a lot of files stored on. Being unfamiliar with partitioning software, created a new partition in the free space on the drive (or so I thought). Apparently this blew away all my files. Is this normal. Does creating a partition erase all data on a disk? Is there anyway to recover data?

yes, it is normal, depending on the tool you used. Partition Magic (not free) does not destore existing data and is probably the best tool for creating and adjusting partitions.
