Blue/Yellow Warning! Spyware...No Task Manager

I am trying to help a friend fix a laptop that has become completely unusable. After loging on it displays a blue background with a rectangular box in the middle. The top half of this box is yellow and says "Warning! Spyware detected on your computer." The bottom half is blue and says "Install an antivirus or spyware remover to clean your computer."
I am unable to run any programs, including msconfig to restore to normal startup, no icons no start, nothing. Task Manager is disabled. Safe mode only displays a completely black screen with movable mouse (clicking does nothing) and "safe mode" tagged on all four corners of the screen - effectively useless (Safe mode with Command Prompt does this aswell).

ANY help on this would be greatly appreciated.
