Help! Spyware Detected-Computer Constantly Reboots

My computer will sporadically log into Windows XP with a blue screen and a yellow box saying "Warning! Spyware detected on your computer" and in blue box "Install antivirus or spyware removal program to clean your computer". My problem is that most of the time as I am logging into Windows it reboots and starts the process all over again. On the rare occasion I can get into Windows it will reboot shortly thereafter and the computer is so sluggish I can't access programs or internet.

I rebooted into Safe Mode but it reboots from there as well and I can't access internet to download any of the necessary programs to try & remove whatever is affecting it.

Thanks in advance for any help....it may be new computer time.
