Check ink levels:
Estimated ink level -
The Estimated Ink Level tab shows a graphic estimate of how much ink is left in the black and tri-color print cartridges. This is an estimate only, the actual ink levels may vary.

That's why the diagnostics tests tell him to clean the cartridges.Even if there is ink it could be that it is clogged or that it's dried up as well.

as another thought it could also be a bad cartridge too....

I have a question. The instructions state the following:
If experiencing print quality issues or problems with the functioning of the printer, click the Service this device button to open the HP Photosmart Toolbox.
Where is the "service this device" button? I can't figure-out how to open the photosmart toolbox.
