Not Able to Use Windows Taskbar/Desktop

Just started having this problem. Would appreciate any help.

Computer boots. Windows taskbar shows up at bottom of screen. Shows programs loading at the bottom right of taskbar, including Norton 360. Taskbar then disappears.

I can access Windows Task Manager and run programs using this. However, the taskbar still does not show up. When trying to access control panel nothing happens.

Running on Windows XP.

Thank you for any help with ideas or solutions.
