System restarts

My system restarts after the bios has loaded but before windows gets to load.
The system asks me if I want load windows as normal or in safe mode. After i choose one it then waits about 2 seconds and reboots.

The system worked fine until some smart person(not me) decided to spill some water down the fan vent which happens to be on the top of the case.

I have tried a different motherboard with no success - same problem
I have tried different RAM with no success - same problem
I have tried a different AGP Video Card - same problem
I have tried a different CPU - same problem
I have tried a different Hard Drive - same problem
I have tried a different Power Supply - same problem

I have practically tried using a brand new computer with no avail.

I have tested the hard drives, video cards, power supplies on a system that was already known to work and they all worked fine.

I also unplugged all unnecessary components for testing purposes.

I tried some different bios settings but still couldnt fix the problem
Also tried updating the bios in both

I have made sure the cpu and ram are listed on the motherboard list.

Here are the specs of parts that I used:-
Motherboards Asus P4P800 ASRock P4i48
CPU's Intel P4 3GHz Intel P4 3.2GHz Prescott
RAM KingMax PC3200 DDR400 OEM PC3200 DDR400
Graphics Cards ASUS V800 Deluxe Radeon Saphire 9600XT
Hard Disk Drives Seagate Barracuda Western Digital

Any help would be greatly appreciated as I am really stuck and have no idea where to go from here

no need to worry anymore guys i reformatted the hard drive and it managed to work.

Seems the combination of parts required a specific windows installation
not real sure how though

Anyway thanks if u had a look
