Windows is unable to open at this time

My system will not procede to the desktop after startup. A black screen with this message appears instead of the desktop; "Sorry for the inconvenience;windows is unable to open at this time." I tried to boot from safe mode without any success. I can't accesss system tools to run a recovery because no start button is available. It just displays the above message. Any help will be appreciated. Thanks.

if you can't even boot into safe mode then a repair is necessary...lowdown here by our fearless leader... :)
