CD Drive not reading discs

I have built one computer out of two old ones and the only thing I cant get to work is the cd-drive. All cables are connected and when I put in a disc, the cd-drive spins it so I know it has power to it. It is a (Hitachi) HLDS GCC-4481B. If anyone could help I would greatly appreciate it.
