I recently reinstalled WinXP Pro. Booting from CD, first I formatted C: and then installed Windows on the empty drive. Everything seemed to go smoothly, so I started working on projects, saving to my desktop. Later, when I rebooted my pc, Windows wouldn't load completely. The Windows banner with blue progress bar would appear, but then the system would reboot -- an infinite loop!

I've reinstalled WinXP Pro again (this time not formatting the HD), but now I can't get to the old User profile. I had password protected it, and had chosen to protect the files. I know the password, and I know the password was stored in the previous incarnation of Windows. Is there any way to get the files off of my old desktop?

You can try to "take ownership" of the files. Look at this link and follow the instructions.
