is there a way to set a password so that no one can download any files or programs from the internet to a computer without knowing the password? thanks

Hello,
If you set a password for the adminastrator account, and log on using a limited account, a password (the administrator account password) will be required to download, or install, any files or programs.
Here is one of many fine articles from Microsoft that gives information on user accounts.
