Spyware Terminator stopped System Restore.

Spyware Terminator is an anti spyware program.
I got this message after Spyware Terminator deleted 6 pages of various things and I tried to run System Restore: "System Restore has been turned off by group policy. To turn on System Restore, contact your domain Administrator." I do not know what this wants. I cannot find the "System Restore Tab" in "System Properties" to turn it back on. Please HELP!!
