Computer stuck in a boot loop after opening email

This has probably been posted before. My friend's son opened an email that he thought was from his mom, turns out it wasn't and now the computer is in a constant reboot cycle, he has tried to go into safe mode with no sucess. Please help. I have never had to remove a virus before, because I have good virus software, not sure what they were running. Any help would be appreciated.
