cannot delete hidden Ç file

Hi, I was pasting mp3 files to a folder in my flash drive mp3 player. For some reason, it failed and generated a hidden Ç file.
I can't delete it. It really isn't doing anything. It's just annoying to look at. I also can't delete the folder it's in.

When I manually delete it, I get:

I've tried OTMoveIt2 but no success.

File move failed. H:\Bink 182\Ç scheduled to be moved on reboot.

Anyone know how to remove this? Or what this is about?

Hey ditrackster,

You can try removing all your data from the USB then formatting the drive.

EDIT: If that doesn't work I suggest you take a look at this list:
