Best application for AVI to Mpeg?

I have a DV camera which records in Mpeg4 format, downloads in AVI and this means I cannot put onto a disc to play on DVD players which only read Mpeg format. Is there a really good application to convert the AVI format without losing the quality at all? Thanks
