the only way I could do it was to
f2 boot from cd drive
put my reinstall disk in
then it runs some stuff until it comes to a promp and I take an 'R' (for recovery ?)
then '1' for windows
then I am in the Dos screen.

(it doesn't work for me to do an f8 and choose boot to dos I still get the blue screen error)

let me know if this wasn't complete or clear, and I can step through it and write down exactly what I see as I am booting.

Ok. I have done the exact steps you have done using my recovery CD. I tried 2 different ways and they both worked for me. No errors. It reported "file copied". So there is something else going on that is creating your problem.

The fact that you got

Overwrite COMDLG32.DLL? (Yes/No/All): Y

indicates you have all the syntax correct.

What I tried.
C:\COPY C:\WINDOWS\SERVICEPACKFILES\I386\COMDLG32.DLL C:\WINDOWS\SYSTEM32
also tried
C:\Windows\COPY C:\WINDOWS\SERVICEPACKFILES\I386\COMDLG32.DLL C:\WINDOWS\SYSTEM32

I would now suggest the repair install as The Skeptic suggested.
