windows xp desktop doesn't load fully only the wallpaper shows

am so sorry guys i know the rules but i cant run any of the programs to scan my computer i can only go online

my windows xp desktop doesn't load fully only the wallpaper shows
I am able to launch the task manager using Ctrl alt Del
so i when to file explorer an ended it so now i see everything but i cant run them

i am typing with my troubled computer now an i tried to do panda active scan to get a log so i can post it up here
but i think somthings wrong with the site
i downloaded active x ran active x in stalled everything with that fine but then it just goes to a blank page

i really don't know what my next move should be
