XP won't restart

Is there any reason XP will load fine if shutdown and restarted, but will not restart from the START menu command?

If Windows doesn't restart when you tell it to, something is holding it up.
Try leaving it for a bit to see if it'll do it on its own, quite often it'll just spring into life and do what you want.

Thanks for the response...this is a refurbed CPU I just picked up...I'm not sure but I think the battery or power supply was going on it....I took it back...it restarts fine with a wiped OS and only had this problem trying to install apps like my wireless adapter etc.
