Is it possible to arrange to have a computer shut down at a specified time?

Sure you can. You can use the windows scheduler to handle this.

Just setup a new task with this as your code:

C:\WINDOWS\system32\shutdown.exe -s -t 10

That's the basic code to just shutdown windows. Look here or here to get more information.
