Windows wont install after format/copy files

am trying to reformat my windows xp and i choose the partition etc. it formats copies files then restarts..after it restarts if i have the cd in the cdrom still it goes back to the first windows blue screen where i have 3 options .. 1. press enter to format windows.. what i mean is it doesnt go to the windows GUI to install it.

my boot order is 1: HDD 2. cd rom

any help on this?
