Outlook Express tries to open, then hangs up, stalls out

My Outlook Express opens about once out of ten tries, even after restarting the computer. I do not know what version it is, the properties did not list it. Once opened, it seems to work fine. When I try to exit, I get the "Outlook not responding" at the top, and the end program now box does nothing. It will not close unless I restart the computer. The computer just got over the "Dryhomepage.com" issue thanks to help from this site. And now the Outlook Express issues start. I searched a dozen pages back into the archive here, and see where advice was given to go and un install, then reboot, then go back and reinstall Outlook Express.
My problem now is that it will not reinstall. It is totally gone, I think.
How do I get it back

I realize this is a couple weeks after you posted.
Are you still having a problem?
If you are, I see in your post you "un-installed" OE. How did you do it? Was it through the Add\Remove Programs?
