I Need WININET.dll My XP wont work with out it

I need help and I dont have the windows xp disk. If anyone has the disk can the post it.

Also I had avg clean my comp and it crashed it I need WININET.dll

You will find the wininet.dll at the following locations:

C:\windows\system32
C:\windows\system32\dllcache
C:\windows\servicepackfiles\i386

now what i do because my computer dont turn on at all.

it says...

This application has failed to start because WININET.dll was not found. Re-installing the application may fix this problem.

AND...

<WINDOWS>\SYSTEM23|HAL.dll.
