I have a MCE 2005 laptop which is kickin up the missing hal.dll. So I booted into the recovery console and im trying to manually copy the file. 2 things, 1 it never asks for an installation or password, and 2 when I try to copy it, I get Access Denied.
In fact just running: cd windows
gives me Access Denied
I also cannot do an auto repair cause it shows hard drive space and partitions but doesnt recognize the windows install.

Any ideas?

I also cannot do an auto repair cause it shows hard drive space and partitions but doesnt recognize the windows install.

that's why you're getting the "access denied" and not getting prompted for a PW or windows installation...the installation is corrupted enough to where RC doesn't even see that windows exists so it won't let you log on to the instance which means you have no permissions to the files...

you could either do a parallel install of windows (i.e. install windows on the same partition if you've got the space) and see if you can recover the files you need then remove the dead version of windows

or just start over from scratch

What do you think about using BartPE to boot, then have hal.dll on a usb drive and copying it over that way?
