computer crashes after internet use

my dad's computer is running windows 98 and has 128 mb memory. He just got yahoo dsl and the computer is hooked up to the modem with a usb wire. When he is online and surfing the computer works fine, but when he closes internet explorer he can't open any other programs for the next minute or the computer crashes. He says all but 2 or 3 megs of memory are being used when this happens.
