windows liberaries and .pfx certificate

The issue is that, windows Libraries are not able to pick SSL certificate which is in machine store in form of .pfx. It only pick the certificate when we restart IIS Admin service but this is only for once and after that it cant pick up and generate logs as "Specfied Network password is incorrect".

We have tried everything we could do....like installing it on different servers, different environments, code modification, tried with new certificate but no luck.

code is in .net and version 1.1
