Takes A long time to Boot..hardware prob?

I have recently ran into a problem where my desktop takes a while to boot. My desktop used to boot up really fast, within 30 sec.
However, few days ago my sister told me that she force shut down the comp (by holding onto the power button) because it wasn't shutting down when she used windows shut down (stayed in black screen when shutting down).

After that, now it's taking close to 10 minutes to start up the computer.
I am suspecting that this may be a hardware problem because the screen does not hang on windows starting screen, rather, it hangs in the early process where it says my mobo name "Abit" and "press Tab to post scree, press DEL to setup. and at this point, pressing DEL or TAB does nothing.
It hangs on this screen for like 7 min and windows starts.
Although there is this booting problem, windows seem to run just fine and shuts down fine.

Has anyone encountered a similar problem or no a solution to such a problem?
I have ran scandisk and stuff like that but to no avail. My next step might be try to reformat the HD. But then again, if it's hardware problem that wouldn't fix it.

Any kind of advice or feedback would be great, thanks!
