windows automatic updates not turnig on

When i try to turn on automatic updates i get a message saying to turn them on under control panel. When i go to the control panel i get the same message. I have tried to enable them under :services: but when i chose automatic and click apply it switches it right back to disable. How do i get the automatic updates to turn on. I have done everything asked before running a hijackthis log. I have attached it. Any help is appreciated!
