Web pages loading extremely slow, videos keep buffering

I use internet explorer and have had no problems until about a week ago. I didnt load anything new or change any settings but knowing how things work with computers who knows what happened. I have high speed cable connection 54mbps is what the speed says. I'm kinda clueless with the whole connections and settings so I was wondering if anyone could help me out. Whats going on is when I go onto a website first of all it takes forever to load up. If there is sound it breaks up. If I were to watch a video like Youtube it keeps buffering, which has never happened before. Any help would be greatly appreciated.
