very slow vista 64 bit, 0% cpu usuage

Windows vista 64bit takes awhile to boot up. everything, aka. every program takes awhile to repspont. massive lag on computer. when going to task manager shows 0-5% cpu usage. ran virus scan ad-aware scan, malware scan. crap-cleaner scan and did a system restore to a time when everything was working fine.

problem still persists. here are my scan logs. please let me know if theres any more info i can provide in order to further help me out. thanks!
