My sound is scratchy,

My sound is normal when watching files downloaded off the internet, dvd's, games, etc., but when I try to play a CD, even one that's practically brand new, my sound is all scratchy and even when I rip the songs to my hard drive they are still scratchy. I changed speakers and the sound seems to be fine, but when I ripped songs then burned them to CD, the CD sounds all scratchy, even though the audio files I put on the CD were fine.

Can someone help?

Are you using windows media player?
If you are go to tools>options>devices and select your cd drive click on properties and see what the options are.
Also try going to recording and take the speed down.
Of course if youre not using media player then who knows...
