Wierd problem with new graphics card

First off heres my specs


Motherboard:intel d1832g
CPU: 2.4 Ghz
RAM: 1.5 Gb (1 x 1GB and 1 x 512mb)
Video Card: ati radeon x1650 512mb pro agp
PSU : Win Power ATX-500 - 500w and i think its max current is 28A
Monitor (connection used): 19" monitor using vga input
Hard drives: 40gb hard drive
Optical Drives: -
Additional PCI cards: -
Number of fans present: One

Video Card Drivers in Use: Ati catalyst 8.8 using CCC

Now to the problem !

I recently got the x1650 512mb pro graphics card and whenever I play games I get lag every 5 seconds of so.

At first I thought it was maybe the drivers but I've checked them. Then I formatted my pc THEN updated my drivers but I still get the problem. Then I thought maybe its it over heating so I tryed it out with different games and this is when it gets wierd.

For example, when I first load my pc and load up battlefield 2 it runs perfectly fine. But if I exited it and loaded it up again it goes jumpy. Game only seem to run fine the first time I play them and then any time after that it goes jumpy.

My PSU should be good enough to run this graphics card so can anyone help me ?
