Doesn't recognize IE browser

For the past 2 months or so I am unable to open my Hotmail account because they tell me I need to update my browser. At the time I was using IE 7.0. I did the recommended update several times but it still wouldn't work. Today I actually installed IE 8.0 Beta and I still get this message. There are also 2 other web pages I cannot open because they tell me I need to have IE 5.0 or higher to view them - what is going on?? Also, I am constantly prompted to install a Windows Security Update. I do it, it says it is successful but then it asks me to install it again a few minutes later. For the past 4 months, everytime I turn off my computer it tells me it will install important updates before shutting down.
It seems like my computer does not install any updates and for some reason my internet browser is not recognized, and I have no idea why. Help!
