Cannot Delete an Excel Read Only File

I have tried everything to delete this excel file. It says its a Read Only file I can't change the name it won't let me change it so its not a read only file. I was wondering if anyone knows of a unlocker program or something that will allow me to get this file off my drive. Thanks in advance.
