Is the System Event ID 4226 ? Are you using a P2P program when the popup occurs ?
As far as the Start Menu try right clicking on a unused portion of the Taskbar , in the Menu choose "Properties" . This should open the Taskbar and Start Menu Properties box . You can customise the Start Menu from here .
Do you use P2P at all?i am not using a P2P program when the popup occurs

What I asked you to report is if the scans found any serious malware (tracking cookies are of no importance). Malware scans are so basic in checking such problems. You have to make sure the computer is clean.
HJT logs are only placed in the malware forum. What I am trying to see if there are any bugs. If there are, I'll ask you to post HJT log there and clean the computer first. Only then, if the problem persist, post back here.
