Well, I have a Dell Latitude CPx. When you boot it up, it says:

Primary hard disk drive 0 failure

No boot device available -
No bootable devices--strike F1 to retry reboot, F2 for setup utility.

I want this laptop back up and running, help?

Means what it says. Hard drive's dead, no CD in the drive, nothing for the laptop to boot from. Therefore it wants you to tell it what to do.

The solution is take the hard drive out, see what type it is, buy a new one, put it in, reinstall Windows from your Dell CD. In a nutshell.
