USERS HAVE THE SAME WAN IP ADDRESS, IS IT POSSIBLE?

I have this scenario. i am a poster in one forum having a unique login id user01. because i am accessing the internet, i believe a WAN ip address is assigned to me. my question is what are the chances that another login id user02 (definitely NOT ME) have the same ip address as I have? As if they want to appear that user01 and user02 is of the same person.

If you are using a proxy server everyone using that proxy server would also show the same IP. Anyone on the same network will also have the same public IP.

Lastly, IPs can be spoofed for malicious purposes.
