Cannot change screensaver, backgrounds, other settings.

I'm running on Windows Vista Home Premium 32bit.
My dad recently told me to set up a screensaver so images wouldn't burn into the screen.
I did the same thing as usual. Right Click > Personalization
There was a problem though. I didn't see the area to change the screensaver.
I used the search utility to look for it. It found it, and I clicked it.
I got a message saying I couldn't edit that section.
I took screenshots of it using the Snipping Tool.
Could you help me out?
I'll attach the photos.

I know that's how it's supposed to look based off my sister's laptop.

Lock pages in memory (SeLockMemoryPrivilege)
Allows a process to keep data in physical memory, which prevents the system from paging the data to virtual memory on disk. Assigning this privilege can result in significant degradation of system performance. This privilege is obsolete and is therefore never selected.

If they don't work..... have you done antivirus and antispyware scans?

Malware can also change your registry settings. :)

No. I removed all my viruses.
