It means that your computer is trying to boot from a network location using the ethernet cable plugged into the back of your computer. It can't find anything to boot to, so it is tossing up a failure.

What make/model computer do you have? We need to get into the BIOS (System Setup) and change some options there. Do you see any messages right when the computer comes on and the loading screen starts that says "Press F2 to enter Setup" or something like that?

Get this message over and over on my sister's computer:

For Realtek RTL8101E/8102E PCI-E Ethernet Controller v1.08 (080408)
PXE-E61: Media test failure, check cable
PXE-M0F: Exiting PXE ROM.
Operating System not found
