I.E. 7: cannot open non 80 web pages

Have run Advanced WindowsCare V2.0. Since then IE will not open web pages of TCP ports 23 and 8000. These pages were accessible before having run AWC. (HTTP port 80 still works, of course). Can one control or tweak IE ports blocking?

Go Tools>Internet Options>Advanced tab, click on "Reset" button.
Restart computer.
