Browseui.dll is corrupted...Help asap?

And I can't get to it because it will not open. I have no desktop. Only thing visible is the mouse. I only got here because I went through task manager (it worked) and then the help center which opened up the internet. I can not open any files... It keeps telling me that I need to reinstall the browseui.dll but I can not get to it. What do I do? Please help!
Also, I'm working with vista.

Hello,
In this Article from Microsoft substitute the XP for Vista.
Follow the directions if you are able to.
You can use task manager to try to open windows explorer.
Type explorer.exe in the new task.
