ITUNES MESSING UP

alright, so i recently downloaded the newest version of itunes (version 8.1 or something) and now when i click on the shortcut it says

" the itunes library.itl file cannot be found or created. the default location for this file is in the itunes folder in the my music folder."

i have tried uninstalling itunes and reinstalling it and the same thing happens. i have tried going to the itunes folder and opening it from there and still nothing. help please

Further searching has revealed that the inability to see the 'My Music' icon
in the dropdown menu is common.

If your iTunes gives you this error, the quickest and easiest fix is to hold
down the SHIFT key as you click on iTunes to open it.

This will prompt the program to ask if you want to create a new library. Do
so, save it wherever you like and then iTunes will open (at last) as normal.

You will need to re-import your music.
