High Commit Charge and Slow performance- HELP!

Hi, I am trying to firgure out what is wrong with my computer. It takes forever to upload programs, to shutdown and start up. I have defraged, disk cleanup, everything i know to improve performance. I have 64.6 G of memory available, i think. So i checked my CPU usage and it is pretty low- between 3-7%, but I have 40 processes running in the background, which I have no idea what they are or how to get rid of them. Also my Commit Charge is 612152K/730168K, that seems high to me. Any suggestions would be greatly appreciated.
