Never is turninng off the computer completely

Windows XP with service pack 3
When I restart the computer, it is closing all the software, is going off, and restart again correctly.
When I turn off the computer it start to close all the software, but never, goes off, and I should stop it thru the power switch.
What is the problem?

I dont get any answer, but reading the answer for similar problem, I solved mine
Start the PC in secure mode pushing F8 initially, the I stay working for 10 minutes, then the turning off worked perfectly.
