internet explorer not functioning

when i click on the internet explorer icon, my computer will not go to the internet. i know that a connection exists because my weatherbug is actively showing information. what can i do? is there anything that might be a "fix?" please help. my wife runs an ebay business and we need to be able to access the internet. thanks!
