There are clues in the riddle that have to do with wording and not just the lines as a whole. Certain words I have used are hints in themselves...

So it really means "We have one eye and they have two eyes"
If any could move
... So it means that they can't move
forced to play, our cruel fate
... I used the word play, because we use them to play games...
So what can move, has one eye, and are used for games? Playing Cards!
The jack of hearts and jack of spades only have one eye! So there you have it...
