Are there any programs out there that will search my hard drive for duplicate photos?
In addition, delete or remove them

Don't like auto deletion of images or files. You might try Picaso2/3 (3 is beta and both free) which will search entire hard drive and show you more images than you thought you had. Then you can set the Option I believe to list by same names, dates or whatever.
