We want to make a Highlight Video of this year's 8th grade Rocket Football Season. We would like to strip out the audio portion and put music in. Can anyone recommend a good program for this? Can anyone recommend a good FREE program for this?

Movie Maker should allow you to do this. You just have to get the video transfered to your pc first and then use Movie Maker to make the adjustments.
