Im helping my sister to restore her Emachines E4216 and as youre probably aware they dont supply recovery disks at purchase, i used the recovery partition of the HDD to try and restore but it didnt move past 0% for half an hour so i restarted to find the hdd had been erased and the pc is now no longer booting the hdd, it doesnt even list it asa bootable device in BIOS, i need to know if a vista recovery disk will work as I am downloading one, or will i need the full vista installation disk?

The vista recovery disk is not a full operating system. It is only 123K in size. You can't fit a Vista OS on a CD. Thats why Microsoft uses a DVD.

You will need to find a window regular DVD to reinstall Vista.
