Unable to download any .exe files

Up until a few days ago, my internet cable connection has been extremely slow. I've run AVG Fee 2008 anti-virus and no results. I've ran Ad-Aware 2008 and no results.

I've tried to download other resources to help diagnose the issue and I am unable to download any .exe files. They won't download, AT ALL. They just sit there and load a few KB before they end up just stopping.

System restore does not work.

Safe mode does nothing. Still slow internet and can't download .exe files. And I can not run Ad-Aware in safe mode because it won't work. AVG has scanned but no results (although the scan log showed that there were a number of files that were "locked-not tested".

I don't know what else I can do.

I can't download anything. I can't system restore. And internet pages take forever to load.
