Speed test site results are spuriously spur-of-the-moment and often tell you nothing about the real state of your internet.
Check your provider's terms and conditions and you may find it says an "UP TO" speed, not a "definite" speed.

Also, your browser reports download speed in KB/s, while "Speedtest", and your ISP are talking about kbps.
1 KB/s = 8.192 kbps, so 200KB/s = 1638kbps = 1.6Mbps
