help with autohide of task / tool bars on desktop

i just got a brand new monitor and i was trying to see if i could clean up the desk top a bit.
im trying to take all the icons away from the desktop.

i set the taskbar to auto hide and i have one custom tool bar on the right side of the screen also set to auto hide.

mostly everything works fine, but it seems that most of the time when i close any open program one of these 2 toolbars pops out of autohide and wont rehide itself.

if i select "always on top" for the right hand tool bar, it doesnt seem to pop up like this anymore, but with it being always on top the tool bar kind of interferes with web surfing and closing other programs.

the only other 'unusual' thing i have done is on the desktop i have unselected "show desktop icons"

any info or advice would be great
